Agenda highlights


The next Foreign Affairs Council will take place in Luxembourg starting at 9.15, and be chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas.


Russian aggression against Ukraine

EU Foreign Affairs Ministers will discuss the Russian aggression against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha, who will join the meeting in person.

EU–Indo-Pacific relations

The Foreign Affairs Council will exchange views on the relations between the EU and the Indo Pacific region and is expected to approve two sets of conclusions on India and the Indo Pacific.

The Council will discuss the situation in the Middle East in the light of the latest developments.

Current affairs

The Foreign Affairs Council will discuss current affairs, during which ministers will be able to exchange views on recent events and on fast-moving developments in external relations, notably on Sudan, Moldova and Georgia


Under any other business, the Council will be informed about EU-CELAC relations, the OSCE Ministerial Council that will take place in Vienna on 4-5 December 2025, and Lukashenka regime’s attack on European Humanities University.


In the margins of the meeting

On 19 October 2025 the High Representative will chair the EU-Iraq Cooperation Council.

On 20 October the Foreign Affairs Council will be preceded by an informal breakfast on working methods, and followed by the Ministerial meeting on cross-regional security and connectivity starting at 15:00.


Lastly, the EU-Uzbekistan Cooperation Council will take place on 21 October.
