Dear reader,

Welcome to The Moscow Times’ weekly email digest, where we bring you the best of our reporting, opinion pieces and more.

Ukraine has assassinated its highest ranking member of Russia’s Armed Forces to date, killing Lieutenant General Igor Kirillov with an explosive device planted in an electric scooter. Kirillov was in charge of Russia’s radiological, chemical and biological defense forces. A citizen of Uzbekistan has been charged with murder, arms tracking and terrorism over the event.

Here’s what else happened this week:

  • The lower-house State Duma passed a bill that would ban people labeled as “foreign agents” from earning money from assets in Russia as well as property sales and royalties.
  • The U.S. granted Turkey an exemption from sanctions on Russia’s Gazprombank so it could continue to pay for imports.
  • Russia's top Islamic authority issued a ruling that allows men to take multiple wives in some circumstances.
  • Washington sats that North Korean forces fighting in Kursk have suffered “several hundred” casualties.
  • An oil spill washed up on Russia's Black Sea coast after two aging Russian tankers were damaged in a storm.
