EU politics and institutions

Examining in depth the results of the European elections, reports find that major balances between the political parties have been maintained, with the European People’s Party remaining the largest group, with 186 seats, and the Party of European Socialists, with its S&D group, in second place with 135 seats. Papers also note that the populist, nationalist and far-right parties won seats but not as many as predicted. In a twist that demonstrates that all levels of European politics are increasingly interconnected, the consequences of the EU vote are felt more vividly in some member states. Asking if EU enlargement can work, papers wonder if the EU’s enlargement momentum, fueled by Russia’s war against Ukraine, is wearing off; they suggest that to make political conditionality work, the union must prioritise securing buy-in from candidate countries’ elites and civil society. Other papers suggest how to set the stage for enlargement and propose, for instance, the integration of the staged accession model into the New Growth Plan for the Western Balkans.

Exploring the bioeconomy, papers note that the climate and biodiversity crises will severely impact the agricultural sector in the next few years. This means that the EU should strengthen its efforts to decarbonise the agrifood sector and ensure that it adapts to these upcoming challenges. The bioeconomy can offer a solution which combines the economic and environmental perspectives. As regards ways to deliver net zero and a more competitive EU, articles are calling for honest discussions about the economic and societal impacts of the transition as well as the benefits of the European Green Deal. Publications ask if it is time to go beyond the Artificial Intelligence Act and adopt a more holistic approach across Europe. They assess Europe’s AI competitiveness, and more particularly Europe’s strengths and weaknesses in that regard. On economic and financial issues, papers are looking at the risks of global financial fragmentation as a result of the “weaponisation” of money; they also comment on the EU’s approach to safeguarding its economic security in relation to its principal trade partner, the People’s Republic of China.

The process of drafting the 2024-2029 Strategic Agenda is ongoing. Reports are focusing on the Strategic Agenda’s three key priorities: bolstering the EU’s defence capabilities, reducing energy dependencies, and building a more robust European economic base. Publications look at the future of EU-UK foreign and security cooperation, pointing out that the invasion of Ukraine put foreign and security policy back at the centre of the relationship between London and Brussels. Reports study cyber risk reduction terminology and regulatory measures within China, Russia, the USA and the EU, focusing focus on risk assessment, risk management and mitigation processes with a view to identifying, evaluating and reducing the harm and negative impacts from cyber-attacks.

As regards containing the global temperature rise between 1.5 and 2 degrees Celsius, articles point out that advanced-country financial support is important for enabling emerging market and developing economies to replace coal with renewable energy sources. Papers explore the risks and dilemmas of deep-sea mining from the three perspectives of environmental harm, equity and inter-state tensions. In doing so, they are helping explain the complex trade-offs governing new types of climate change technologies, whilst illustrating the need for more robust governance of global commons. They also report on the new "Russianism" and how Russia is colonising Africa, describing this as a Russia-sponsored neo-colonial project to strengthen the country’s influence in Africa by controlling as many African states as possible. This project is part of President Putin’s vision of a new alternative, multipolar world order, the aim of which is said to be to appropriate Africa’s natural resources, break the sanctions regime and drive the Western powers from the continent.
