Agenda highlights
The upcoming Foreign Affairs Council will take place in Brussels starting at 9.30, and will be chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas.
The Council's morning session will convene EU Defence Ministers, followed by a session of the EU Foreign Affairs Ministers in the afternoon.
EU support to Ukraine
The Council will discuss EU military support for Ukraine, after an informal exchange of views with the Minister of Defence of Ukraine Rustem Umerov, via videoconference, and in the presence of the NATO Secretary General Mark Rutte.
Defence readiness
EU ministers will hold a discussion on the implementation of the White Paper for European Defence - Readiness 2030, and the ReArm Europe Plan.
Foreign Affairs Council with Foreign Affairs Ministers
Russia's war against Ukraine
EU Foreign Affairs Ministers will discuss the Russia's war against Ukraine, after an informal exchange of views with the Minister of Foreign Affairs of Ukraine Andrii Sybiha, via videoconference.
Situation in the Middle East, including Syria
The Council will discuss the latest developments in the Middle East and in Syria.
The Foreign Affairs Council will be preceded by an informal breakfast in the margins of the 4th European Humanitarian Forum on 19-20 May 2025.
At lunchtime, EU Defence Minister’s will participate in the European Defence Agency’s Steering Board.
The 3rd EU-African Union ministerial meeting will take place on 21 May 2025.
