EU-ASEAN commemorative summit,

Agenda highlights

The first-ever summit between the leaders of EU and ASEAN member states marks 45 

years of diplomatic relations.

The President of the European Council, Charles Michel, and the 2022 ASEAN Chair, 

Cambodian Prime Minister Hun Sen, will co-chair 

the EU-ASEAN commemorative summit.

The summit is an opportunity to reconfirm both the EU's and its Member States' commitment 

to the EU-ASEAN strategic partnership.

It will offer a political forum for the EU and ASEAN to demonstrate their shared commitment 

to the rules-based international order, respect for international law and the promotion of 

effective multilateralism.

Leaders are expected to issue a joint statement at the end of the summit.

The EU-ASEAN strategic partnership

The EU and the ASEAN became strategic partners in 2020. The relationship is based on 

shared values and principles such as the rules-based international order, effective and 

sustainable multilateralism, and free trade.

Leaders should discuss past achievements and future endeavours in a wide range of areas 

of the strategic partnership, including:

  • connectivity
  • clean and just energy transition
  • trade
  • digital transition

The Indo-Pacific

Discussions should also cover on cooperation in the Indo-Pacific, highlighting the common 

principles and synergies between the EU Indo-Pacific Strategy and the ASEAN Indo-Pacific 

Outlook.

The aim of the EU strategy for cooperation in the Indo-Pacific is to contribute to regional 

stability, security, prosperity and sustainable development.

The EU will reaffirm its support for ASEAN centrality.

Global challenges

The EU-ASEAN commemorative summit is expected to demonstrate the two organisations’ 

shared commitment to the rules-based international order, international law and respect 

for national sovereignty, with the UN Charter at its core.

EU-ASEAN Plan of Action 2023-2027

Leaders should also welcome the EU-ASEAN Plan of Action 2023-2027, which outlines 

details on cooperation in various areas such as:

  • pandemic recovery
  • sustainable trade
  • rules-based and sustainable connectivity
  • promoting decent work
  • disaster preparedness
  • security cooperation

Side events

Celebrating EU-ASEAN people-to-people cooperation on 

higher education (12 December)

This event will highlight the impact of the support provided by the EU in creating an ASEAN

 higher education mobility area, and the importance of people-to-people connectivity in 

fostering region-to-region cooperation and multilateralism.

EU-ASEAN youth summit (13 December)

The EU-ASEAN youth summit will provide a platform for young people to discuss key 

issues and future priorities with EU and ASEAN representatives.

10th EU-ASEAN business summit (13 December)

The EU-ASEAN business summit will discuss EU-ASEAN economic cooperation, including 

opportunities for future trade and investment, under the theme “Deepening ASEAN-EU trade: 

sustainable development for all”.

EU-ASEAN joint photo exhibition: 45 Years of dialogue relations 

(1-14 December)

The exhibition, displayed at Café des Halles in Place Saint Géry in Brussels, showcases 45 

years of EU-ASEAN relations and dialogue through 45 photos from joint projects.
