As the only person ever to be White House national security adviser and secretary of state at the same time, Kissinger exercised a control over U.S. international affairs policymaking that has rarely been equaled by anyone who was not president. He shared a Nobel Peace Prize for secret negotiations with the North Vietnamese that helped end U.S. military participation in the Vietnam War. Kissinger, who served under Presidents Richard M.
