I. Balkan Savaşı'nda Bulgar Ordusundaki Ermeni Çeteleri

Tarihimizin son 150 yılı Ermenilerin, Türklere ihanetleri ve düşmanlıkları ile doludur ve hala bu haksız ve nedensiz düşmanlıkları devam etmektedir.
Türkler Anadolu’ya gelene kadar Ermeniler, Bizans’ın askeri, siyasi ve mali baskısı altında yaşamaktaydılar.
İlk Türk, Ermeni ilişkileri Çağrı Bey’in, 1015’lerden itibaren Anadolu seferleri ile başlamıştır. Bizans adına yönetilen Kars, Ermeni Kral Gagik tarafından 1064’te Alparslan’a yapılan davet ve halkın katıldığı tören ile teslim edilmiştir.
Anadolu’nun Türkler tarafından fethi ile birlikte Ermeniler, Bizans’a karşı güvencede kalarak rahat bir nefes almışlardır.
Fatih, İstanbul’u fethettikten sonra Bursa’daki Ermeni ruhani lideri Hovakim’i, İstanbul’a getirterek patrik ilan etmiş, Samatya’daki Sulu Manastır kilisesini emrine vermişti. Böylece Ermeniler, bugün de olduğu gibi din, eğitim, öğretim ve aile işlerini kendi adetlerine göre düzenlemeye başlamışlardı.
Osmanlı Ermenileri, askerlikten muaf olarak sanat ve ticaretle uğraşıp varlıklı hale gelirken devlet görevlerinde en üst makam olan nazırlığa kadar da yükselmişlerdir. Ticari gayelerle Osmanlı topraklarının, Balkanlar dahil her köşesine gidip, yerleşmişlerdir.
1774 yılındaki Küçük Kaynarca Antlaşması, Osmanlı için bir kırılma noktası olmuştur. Rus Çarlığı, Küçük Kaynarca Antlaşması’na dayanarak, Osmanlı Hıristiyanlarının koruyucu rolünü üstlenmiş, Osmanlı Devleti’nin içişlerine karışmaya başlamıştır. Bundan sonra Ermeniler kendilerini Rus tebaası gibi görmeye başladılar. Her Osmanlı-Rus savaşında, Rusların beşinci kolu gibi çalıştılar.
Diğer taraftan 1820’den itibaren Amerikalı misyonerler Anadolu’ya gelmeye başladılar. Açtıkları okul, hastane gibi kurumlarla Ortodoks olan Ermenileri, İngiliz misyonerle birlikte Protestan mezhebine soktular. Fransızlar ise, Ermenileri Katolik yapmaya çalışıyordu.
Bu süreçte, yabancı konsolosların Ermenilere telkinleri “Ne duruyorsunuz, Yunanlıların, Bulgarların yaptığını yapsanıza…” şeklindeydi… Rusya, Fransa ve İngiltere, Avrasya’daki çıkarlarına aracı yapmak istedikleri Ermenilere, Anadolu’da bir Ermenistan kurma sözü verdiler. Ermeniler bağımsız bir devlet için silahlı ayaklanmaya hazırlanırken bu devletlere güveniyorlardı.
1860’lardan itibaren Anadolu’da isyanlar çıkarmaya başlayan Ermeniler, Bulgaristan’da Taşnak örgütleriyle üslenmeye başladılar. Taşnak Örgütü, 1901 ile 1909 arasındaki 4 genel kurulunu Filibe, Sofya ve Varna’da yaptı. Filibe’de askeri talim görmeye başladılar.
Sultan Abdülhamit’e 1905’te yaptıkları suikastı Sofya’da planladılar.
1906’da Bulgar Askeri Akademisinden mezun olan Taşnaklı Ermeniler, Boris Sarafov’un yardımlarıyla Rila manastırı’nda kendi askeri eğitim akademisini kurdular. Bu okulun masraflarının büyük bir kısmını ABD üslendi.
1911’de Trablusgarp savaşının başlaması ile Osmanlı’nın zor durumda kalması, Taşnakların bağımsız Ermenistan kurma ümitlerini artırmıştı.
8 Ekim 1912’de 1. Balkan savaşı başladı. Aynı gün, törenle yemin eden 273 kişilik Taşnak Ermeni bölüğü Bulgar ordusuna katıldı. 23 Ekim’de Sofya’dan cepheye hareket ettiler. Gönüllü Ermeni Birliği’nin başında Taşnak Komitecisi Antranik Ozanyan bulunmaktaydı.
Gönüllü Ermeni Birliği’nin, Osmanlı kuvvetleriyle ilk çarpışmaları 4 Kasım 1912’den başlayarak Mestanlı, Uzun Hamitler, Balkan Türesi ve Gümülcine bölgelerinde olmuştur. Daha sonra Malkara, Keşan ve İpsala bölgelerinde bulunup Osmanlı tebaası Ermenilerce törenle karşılandıkları Tekirdağ’a geçmişlerdir.
Troçki, Sofya’da Ermeni Gönüllü Birliği’nden 20 kadar yaralıya rastlamış ve onlardan bilgi almıştı. Yaralılar, Troçki’ye sivil Türkleri boğazladıklarını itiraf etmişlerdi.
Osmanlı Devleti kayıtlarında: “Antranik Ozanyan ve çetesi Rumeli’nde, Edirne, Keşan, Malkara, Tekfurdağı (Tekirdağ)’ında biçare, aciz İslam kadın ve çocuklarını boğazlamakta, sıbyan ve aciz ihtiyarları camilere doldurarak diri diri yakmakta ve İslam mabetlerini kiliselere dönüştürmekteydi” yazılıdır.
Savaşta gösterdiği başarılarından dolayı, Antranik’e Bulgaristan Kralı Ferdinand emriyle Bulgar Ordusunda teğmen rütbesiyle 600 frank maaş bağlanmıştır.  
Emekli büyükelçimiz, değerli aydınımız Bilal N. Şimşir (Ermeni Meselesi) kitabında şöyle diyor: “…Ermenilerin Osmanlı Devleti’ne ihaneti var, düşmana hizmeti var; Mehmetçiği arkadan hançerlemesi var; masum Müslüman köylüleri kılıçtan geçirmesi var, alçaklık, kalleşlik var, yalanın, hilenin daniskası var, her türlü adilik, kötülük ve de emperyalizmin bütün çirkin oyunları var.”
Bugün ise Türkiye’de, Ermeni soykırım yalanını insan hakları, barış ve demokrasi adı altında benimsetmeye çalışan; Soros’dan beslenen TESEV gibi vakıf ve dernekleri, “Soykırımdan kurtulan Ermeni aileleri” başlıklı fotoğraf sergisi açan (CHP) belediye,  “Ermeni soykırımı ile yüzleşelim” pankartları ile yürüyen (CHP, HDP) siyasileri görüyoruz.
Diplomatlarımızı öldürmüş katilleri “Ermeni Ulusal Kahramanı” ilan etmiş, Azerbaycan topraklarını işgal ederek, Azeri Türklerine soykırım uygulamış, Anadolu’muza göz dikmiş, Türklere karşı olan kin, öfke ve intikam duygularını milli duygu haline getirmiş Ermenistan ile bu koşullarda barış mümkün değildir. Barış olsun diyenler de iyi niyetli değildir. Bunları bilelim, uyanık olalım, oyunlara gelmeyelim.

Letter to the members of the Federal Germany Parliament

For the attention of the members of the German Federal Parliament

Esteemed Member of the German Federal Parliament,

We have learnt of the developments relating to the possibility of the Armenian allegations being discussed in the German parliament. In the framework of international law, human rights, peace, stability and security we would like to bring some information to your attention. We address those who respect justice, sovereignty, democracy and freedoms and who wish to know the truth behind this issue.

When did the Armenian issue come to the fore, what is the truth behind it?

The Turks and Armenians came into contact with each other beginning in the 11th Century and these two peoples lived with each other in peace and tranquillity until the end of the 19th Century. The Armenian question began with the 1774 Treaty of Küçük Kaynarca and the article of the 1878 Berlin Treaty which permitted Russia, France, England and Germany to interfere in the domestic affairs of the Ottoman Empire as the protectorate of the Armenians. The Armenians began organising for an independent state as a result of the intrigues of the aforementioned states. Subsequently the Armenians began to establish armed revolutionary committees, the most notable of which are the Ramgavar Party founded in 1885, the Hunchak Party founded in 1886 and the Dashnak Party founded in 1890. The programme of the aforementioned organisations was the foundation of an “independent Armenia in Eastern Anatolia” and to achieve this goal their openly stated tactics were to incite rebellion and conduct campaigns of terror.

The Armenian writer M. Varantyan in his work The History of the Dashnak Party explains the political programme of the Armenian committees as follows: “the aim of the organisation is to incite rebellion and as a consequence of this rebellion to gain independence or freedom as in Bulgaria and Lebanon.” The slogan of the committees was “Kill the Turks and Kurds wherever you find them. Kill reactionaries, those who aren’t true to their word, Armenian collaborators and attain your revenge.”

Consequently, a clear agenda which seeks to exploit Armenian sensitivities both past and present is at play – previously against the Ottoman Empire and currently against the Republic of Turkey.

Bloody Betrayal and Ethnic Cleansing during the First World War

The Armenian armed rebellions began in 1860 with the support of foreign powers and continued until World War One. During and after the war these rebellions had eventually taken the form of massacres. The Armenian rebels took the side of foreign powers against their own state. The war effort was severely hampered by the raiding of military depots, attacking of supply chains and the cutting of telegraph lines. Widespread massacres against Turkish civilians terrified the populace, forcing 1.5 million of them to migrate further west – the aim of this was to secure an Armenian majority in areas where the Armenians had previously constituted a minority. The Russian historian Irandust in his work Kemalist Devrimin İtici Güçleriargued that,“the armed Dashnaks units, formed on the initiative of the French, had carried out mass murder against the Turkish population (…) The Armenian gangs massacred entire villages one by one. Their programme to eliminate the Turkish population was carried out purposely and consciously by the administration of the foreign occupation forces.”

The Ottoman government began to relocate Armenian citizens to Syria and Lebanon, which at that time were also constituent parts of the Ottoman Empire, to mitigate the possibility of further military losses. The government issued the Relocation and Resettlement Law (Sevk ve İskân Kanunu) in line with contemporary military practice in cases of irregular warfare. Approximately 600,000 persons were resultantly forced to migrate. During the relocationgreat tragedies were experienced. Approximately 48,000 persons perished - mostly as the result of sickness and cold but also as a result of attacks by bands and those seeking revenge.

The Armenian side does not respect treaties, restarting its campaign of terror

At the conclusion of World War One in 1918, the Armenians sought to benefit from the surrender of Ottoman forces by migrating back to their ancestral lands in Anatolia. There they began a campaign of mass murder against the Turkish populace. This continued until 1920. With the final defeat of Armenian forces by the army of Kazım Karabekir the 1920 treaties of Alexandropol and Moscow, Treaty of Kars in 1921 and finally the 1923 Lausanne Treaty secured the present borders of Turkey and guaranteed peace.

This period can be summarised as follows: between 1860 and 1920, that is to say for sixty years, the western powers managed to fool the Armenians with the pledge of “founding a state between the two seas” (Black Sea and Mediterranean Sea). This resulted in the Armenians attacking the state with the dream of founding their own state in eastern Anatolia. For their own part, the Turks took the position of defending their homeland. Expressed more tragically, the Armenian issue is a story of an unjust aggressor and a righteous victim.

Armenians who don’t respect agreements begin a campaign of terror

The peace secured at the Lausanne Conference lasted for fifty years - in 1973 the Armenian Secret Army for the Liberation of Armenian (ASALA) emerged onto the world stage. Between the years 1973 and 1985, they were responsible for the murders of over 45 Turkish diplomats and personnel. Between the years 1988-1995, the Republic of Armenia occupied 20% of Azerbaijan’s land. During the same period, the Armenian government carried out ethnic cleansing. In one single night six-hundred and thirteen (613) women, children and elderly persons were massacred in the settlement of Khojaly and in general over 1 million Azeri Turks were displaced. The world has stood idly by in the face of these occupations, massacres and ethnic cleansing for twenty-two years. It should also be noted that the very same western powers that utilised Armenian gangs in their drive to dismember the Ottoman Empire have also rendered their support for these crimes against international law and against humanity.

The Position of the Law Regarding theResolution of this Two-Century Long Problem?

  1. During 1916 the Ottoman government triedone thousandthreehundred and ninetyseven (1397) persons in the employment of the state who had been negligent and co-operated with those who had attacked Armenian civilians during the relocations; sixty-seven (67) of those received the death penalty. The others received various heavy penalties. This begs the question as to how a state charged with “systematically massacring the Armenians” can subsequently punish those who had played a role in attacks on civilians.
  2. The decision of the United Kingdom: During the occupation of Istanbul after World War One, the armed forces of the United Kingdom arrested several prominent figures including leaders of the wartime Ottoman government and exiled them to Malta. An international court was established under the direction of a British judge named Woods with the purpose of trying these persons in relation to the Armenian issue. After an inconclusive two year search of the Ottoman, English, American, Egyptian and Iraqi state archives, the charges were dropped on 29 July 1921 given a lack of evidence. This decision is important because it was taken at a time when the Ottomans had been defeated. That is to say during a period when the events, witnesses and archival documents were in the open and the relevant foreign powers had access to them. No one who respects the rule of law can object to this. (See Attachment 1)
  3. The Decision of the European Court of Justice: An Armenian association based in France had opened a court case on the basis that as the “European Parliament had reached a decision that Turkey is committed genocide, Turkey’s admission to the European Union must be suspended.” In its 29 October 2004 decision, the European Court of Justice noted that the European Parliament’s 1987 resolution regarding the “Armenian Genocide” was political and had no basis in law.
  4. French Constitutional Court decision: The decision taken by the French parliament on the initiative of Patrick Deveciyan to consider denial of the “Armenian genocide” a crime was laterannulled by the French Constitutional Court.
  5. Decision of the International Court of Justice the relocation cannot be considered genocide:  In relation to a court case which Croatia instigated against the Federal Republic of Yugoslavia in 1999, the ICJ decided that the relocation of persons, even by force, cannot be considered genocide.
  6. European Court of Human Rights decision: the European Court of Human Rights in its decision dated 15.10.2015 regarding the Perinçek-Switzerland case noted that the forced relocation of Armenians in 1915 cannot be considered genocidein light of international law.

In spite of the decisions in the aforementionedcourt cases, the continued persecution of Turks in relation to this issue can only be summarisedas a lack of respect for the law.

Two witnesses, two civilised statements

The leader of the Dashnak Committee and the Republic of Armenia’s first Prime Minister Hovhannes Kajaznuni in his 1923 report delivered in Bucharest to a Dashnak congress noted that:

“We were in the process of demanding an Armenia that would span from sea to sea (between the Black and Mediterranean Seas). In the end we fought relentlessly with the Turks. We died and also killed... we joined military operations. We were fooled and casted in our lot with the Russians. The deportations were both correct and necessary. We were unable to see the truth – we were responsible for the events which unfolded. The Turkish national struggle was just. Rejecting peace and taking up arms was our biggest mistake. The Treaty of Sèvres made us blind to reality. The basis of our rebellion was the dream of a ‘Greater Armenia’; we were oblivious to the fact that this has no basis in reality. The driving force of our rebellion was the Armenia promised to us by the Allied States.”

Dikran Kevorkyan, the head of Istanbul’s Kandilli Church Foundation, noted in 2007 that: “During the First World War the English, Germans and French and on the other hand the Russians used the Armenians as a pawn. The imperialist powers coupled with the actions of some Armenians in positions of responsibility caused these events. What could ASALA and the PKK have done without the support of imperialist powers? Turkey is the greatest country in the world where the Armenians live in tranquillity and in conditions suitable for the protection of their identity.”

Conclusion

The Armenian attacks and massacres which have relentlessly continued from the 1860s onwards cannot simply be restricted to discussions regarding the relocations of 1915 alone. Likewise, they cannot mask the necessity of coming to terms with those bearing responsibility for the lived tragedies.

The aforementioned legal judgements and the flow of history are in the open and cannot be hidden. Parliaments and national governments can neither act in the capacity of historians nor as courts of law – because judgement can only be passed by courts alone. A path which can re-affirm Turkish and Armenian friendship must be established as the Armenians have been exploited for two centuries. Armenians must also come to terms with their own history and abandon hatred of Turks. For their own part, the Turks have always shown themselves to be on the side of peace.

The drive to hold the baseless allegations of the Armenians on the public agenda does no service to the developing of positive relations between the neighbouring states of Turkey and Armenia. On the contrary, it contributes to a lack of trust and more than anyone, it is the Armenian people who suffer as a result of this.

Esteemed Member of the German Federal Parliament,

Seeing yourselves as representatives of civilisation, we are putting forth that politicians cannot pass judgement on issues which are the remit of courts of law; therefore we call on you to reject the baseless claims of the Armenians. We thank you for your understanding.

“Biz Mutlakiyetten bu güne geldik-Siz ise mutlakiyete gidiyorsunuz”
1. TARİHİ GELİŞİM:
23 Nisan 1920'de TBMM açıldığı zaman, ülkede fiilen iki siyasi iktidar vardı. Birisi, İstanbul’da Padişah, diğeri, Ankara da TBMM.
9 Eylül 1922 de İstiklal Savaşı zaferle sonuçlanınca, 50 gün sonra 1 Kasım 1922 de saltanat TBMM tarafından kaldırıldı. Bir yıl sonra 29 Ekim 1923 te Cumhuriyet ilan edildi ve Atatürk oybirliği ile Cumhurbaşkanı seçildi. Dört ay sonra 3 Mart 1924'te, bir devrim daha yapıldı ve “Hilafet” ilga edildi. Artık ikili iktidarın yerine tek iktidar gerçekleşmişti.
Yeni bir ulus devlet, yeni bir Cumhuriyet kuruluyordu. Atatürk hem Cumhurbaşkanı hem de, Cumhuriyet’i kuran CHP'nin başkanıydı.
2. ATATÜRK: “BEN CHP NİN GENEL BAŞKANIYIM

Tek parti yönetimine karşı  Serbest Fıkra denemesinin yapıldığı dönemde, 9 Eylül 1930'da Cumhuriyet Gazetesine yaptığı açıklamada Atatürk şöyle diyordu:
“Ben CHP’nin Genel Başkanıyım.CHP,Anadolu’ya ayak bastığım andan itibaren  kurulup benimle çalışan Anadolu ve Rumeli Müdafai  Hukuk Cemiyetinden doğmuştur. Bu teşekküle tarihten bağlıyım.Bu bağı çözmek için bir sebep ve icap yoktur ve olamaz. Resmi vazifemin bitiminde CHP nin başında fiilen çalışacağım.Bu noktada tereddüte yer yoktur.”
3. ATATÜRK’ÜN VEFATI VE SONRASI:
Atatürk’ün vefatından sonra İnönü Cumhurbaşkanı seçildi. Hemen birbuçuk ay sonra 26.Aralık.1938 de,CHP  1.ci Olaganüstü Kurultayı toplandı ve şu  kararlar alındı:
a)Partinin kurucusu ve ebedi başkanı Türkiye Cumhuriyet’inin kurucusu olan Mustafa Kemal Atatürk’tür.
b)Partinin değişmez Genel başkanı İsmet İnönü’dür.

4.CHP NİN 5Cİ KURULTAYI VE DEMOKRASİYE GEÇİŞ SİNYALLERİ:
Olaganüstü Kurultay dan hemen beş ay sonra 29 Mayıs 1939 da toplanan CHP'nin 5.ci Kurultay’ında ilk kez “demokrasiye geçiş”  ve “demokrasiyi kemale erdirmek” gibi kavramlar ortaya atıldı. Cumhurbaşkanı ve CHP Genel Başkanı İnönü, konuşmasında “milli irade” ve “milli iradenin denetimi” gibi konulara değinmişti. Bu Kurultay’dan 3 ay kadar sonra, 2.ci Dünya savaşı patlak verdi. Bu nedenle “halk idaresinin kemale erdirilmesi” doğal olarak erteleniyordu.
Savaşın gelişmesi ve bitmesi beklenecekti.

5. MECLİS AÇIŞ KONUŞMASI: 1 KASIM 1945:
Cumhurbaşkanı İnönü, 1 Kasım 1945 tarihinde TBMM  açılış konuşmasında, demokratikleşme işaretleri verdi. Şöyle diyordu:
“Tek  eksiğimiz,hükümet partisinin karşısında bir parti bulunmamasıdır. Ülkenin ihtiyaçlarının sevkiyle,özgürlük ve demokrasi havasının  doğal olarak işlemesi  sayesinde başka bir siyasi partininde kurulması mümkün olacaktır.”
Cumhurbaşkanı İnönü aslında, çok partili sistem için işaret veriyordu. Nitekim, bu konuşmadan sadece iki ay sonra, 7 Ocak 1946 günü, D.P.'nin kuruluş dilekçesinin İçişleri bakanlığına verildiği ve bu dilekçenin kabul edildiği açıklanıyordu.

6. CHP NİN 2Cİ OLAGANÜSTÜ KURULTAYI-DEĞİŞMEZ GENEL BAŞKANLIK KALDIRILIYOR:
DP nin kuruluşundan  sadece 4 ay sonra toplanan CHP 2ci Olaganüstü Kurultayında,değişmez Genel başkanlık  ile  ilgili tüzük maddesi kaldırıldı. 10 Mayıs 1946 tarihinde toplanan bu  Kurultay’da,İnönü’nün isteği ile “değişmez Genel Başkan” ifadesi tüzükten kaldırıldı ve  “genel başkan dört yıl süre ile milletvekilleri arasından seçilir”  kuralı  getirildi. CHP parti olarak bir olağanüstü kurultayda tüzüğüne koyduğu “değişmez genel başkanlık” modelini, bir başka olağanüstü kurultay da kendi iradesi ile kaldırıyordu.

7.ÜNLÜ 12 TEMMUZ BEYANNAMESİ-(12.TEMMUZ.1946):
Başbakan Recep Peker ile, muhalefet partisi DP nin Genel başkanı Celal Bayar arasında şiddetli tartışmalar sürüyordu. DP Genel Başkanı kendilerine sınırlamalar getirildiğinden şikayet ediyordu. Bu durumda, Cumhurbaşkanı İnönü, her iki tarafı dinledi ve 12 Temmuz 1946 da ünlü bildirisini yayınladı. Özet olarak:
“…bir devlet başkanı olarak kendimi her iki partiye karşı eşit derecede görevli sayarım.Varmak istediğim sonuç,başlıca iki parti arasında temel koşulun,yani  güvenin yerleşmesidir…..Muhalefet güvence içinde yaşayacak ve iktidarın kendisini ezmek niyetinde olmadığından müsterih olacaktır.”
Bu bildiri, tek partiden çok partiye geçiş hayatımızın bir temel taşıdır. Cumhurbaşkanı, tarafsız, yansız bir tavır takınıyor, muhalefet partisine güvence veriyordu. İktidarda bulunan kendi partisine hukuk içinde kalmasını ihtar ediyordu. Nitekim birkaç ay sonra, Başbakan Recep  Peker görevinde  istifa etti.

8.CHP İÇİNDE KESİN TAVIR: DEMOKRASİYE GEÇİŞ:
Bu arada, 21 Temmuz 1946 da ülkemizde ilk kez, muhalefet partisinin de katıldığı tek dereceli seçim yapıldı. CHP  396; DP 61 ve Bağımsızlar 7 milletvekilliği kazandılar.
Bu seçimlerden, sonra  CHP 7.ci Kurultayını topladı. Bu Kurultay 17 gün sürmüştür. (17 Kasım-4 Aralık.1947) Bu kurultay gerek CHP gerekse Türk siyasal  tarihinde çok önemli sınır taşlarından birisidir. CHP nin tüm olarak tek parti sisteminden ayrılması ve tüm olarak çok partili rejime geçişinin kararlarının alındığı bir kurultaydır.
Cumhurbaşkanı İnönü, Kurultay’ı açış konuşmasında “tarafsız bir Cumhurbaşkanı olacağını,CHP Genel  Başkanlığı görevini fiilen yapmayacağını, bu görev için bir başka partilinin Genel Başkan Vekili  sıfatıyla seçilmesi  gerektiğini" bildirdi. İnönü özet olarak şunları söyledi:
“Demokratik rejimin yeni şartları içinde gelişmesi devrinde…beni,m bir parti lehine veya  aleyhine tesirim,abartılı olarak görülmüştür…. Vatandaşın beni partilere karşı eşit durumda görmeyi bir güven unsuru saydığını fark ediyorum. Cumhurbaşkanı bulunduğum süre içinde,Kurultayın seçeceği bir  kişinin,bütün yetkileriyle,partinin genel başkanlığını yapması gerekli olmuştur….. Partinin bütün çalışmalarına hakim olacak ve milletvekili seçimini idare edecek Başkan vekili ,gerçekte partinin tam yetkili kişisi olacaktır.”
Sonuç olarak: Kurultay bir Parti Genel Başkan Vekili seçti. Ayrıca 1936 lı yıllarda başlayan Valilerin İllerde parti başkanı olmaları geleneğine son verildi. CHP kendi iradesiyle ve kurultay kararlarıyla demokratikleşme yoluna giriyordu.

9.1950 SEÇİM YASASI VE 1950 SEÇİMLERİ:
1950 Seçimleri öncesi,CHP nin Başbakan Prof.Şemsettin Günaltay önderliğinde yaptığı en önemli iş,hukuka dayalı,yargıç yönetim ve denetiminde gizli oy,açık sayım  esasına dayalı seçim yasasını Meclisten geçirmesidir. Seçim yasası Muhalefetin de dahil olduğu komisyonda hazırlandı. Meclis Seçim yasasını muhalefet dahil oy birliği ile kabul etti.
14 Mayıs 1950 de yapılan genel seçimler,Türk siyasal tarihinin bir demokrasi  zaferidir. Hukuk ilkelerine dayalı,dürüst ve adil olarak yapılan  bu seçimler bütün dünya da övgü ile karşılandı.
Ünlü siyaset bilimci Prof.Dr.Bernard Lewis , “Modern Türkiye’nin Doğuşu” adlı kitabında, 1950 seçimlerini şöyle değerlendiriyor. “Atatürk devrimlerini tamamlayan ikinci bir devrim ve CHP'nin en büyük başarısıdır.”
İsmet İnönü,bu başarıyı Atatürk’e bağlamıştır,Bir konuşmasın da şöyle diyor: “Demokratik rejim,Atatürk yönetiminin amacı olmuştur.Atatürk yönetimi demokratik rejimi hazırlama devridir.”
Ünlü Siyaset Bilimci,Prof.Dr.Maurice Duverge, “Siyasi  Partiler” adlı eserinde, tek parti CHP dönemi için şunları söylüyor; “…Faşit tek parti rejimlerinde hergün rastlanan otorite savunuculuğunun yerini,Kemalist Türkiye’de demokrasi savunusu almıştır….Türk tek parti sistemi,hiçbir zaman tek parti doktrinine dayanmamıştır.”
Bu noktada en önemli husus,barış içinde iktidarın devri konusudur. Evet seçimler adil olarak yapıldı ama 27 yıllık tek parti siyasal iktidarı, siyasal gücü kazanan partiye devir edecekmiydi? CHP,kendi isteği ile ve barış içinde iktidarı, kazanan muhalefet partisine devir etmiştir. Bu bütün dünya da  kolayca görünen  bir olay değildi.Bu nedenle, 1950'de, siyasal iktidarın barış içinde  devir edilmesi bütün dünyada bir beyaz ihtilal olarak değerlendirilmiştir.

10.DP NİN OTORİTERLİĞE KAYIŞI:
1954 seçimleri de, DP'nin zaferiyle sonuçlandı. Bayar yeniden Cumhurbaşkanı seçildi. Bayar,seçimler boyunca,1950 den önce çok eleştirdikleri tarafsız Cumhurbaşkanlığı konusunda tam tersini  yapmaya başladı.Elinde DP nin simgesini taşıyan bir bastonla vilayetleri dolaştı.Gezilere çıktı,bastonu ile selam verdi. Seçim zaferinden sonra da DP liderleri “ince demokrasi”ye paydos diyeceklerini açıkladılar.
İlk uygulama, Bölükbaşı’nın Cumhuriyetçi Köylü Partisi'ne oy veren Kırşehir İli’ni ilçe yaptılar.Basın Yasasına ve Toplantı ve Gösteri Yürüyüşleri Yasasına kısıtlamalar getirdiler.İnönü,bu konuda,Mecliste yaptığı konuşmada,(27.Haziran 1956),insanlık tarihinde toplanma özgürlüğü en eski özgürlüktür,İnsan Hakları Evrensel Bildirisi’nde de yer almıştır diyerek söze başladı ve kendisine tek parti devrini işaret ederek sataşanlara şöyle yanıt verdi:
“…Coşuyorsunuz,hoşlanıyorsunuz. Aramızdaki farkı bilelim. Biz mutlakiyetten bugüne geldik,siz ise,mutlakiyete doğru gidiyorsunuz.”
DP, 1957 seçimlerini de kazandı.Ama her seçim sonrası daha da otoriterleşiyordu.Menderes İzmir’de, "böyle giderse CHP karşısında yapılacak şey demokrasiye paydos olacaktır” dedi.
DP muhalefet partisi istemiyor,eleştiri istemiyordu. Bu sözlere karşı, İnönü  şöyle cevap verdi:
"DP Genel Başkanının … partileri paydos etmeye gücü yetmeyecektir. 1958 Türkiye’sinde tehditlerden korkan kimse yoktur…"
DP daha sonra  Muhalefet liderinin gezilerini önlemeye çalıştı.Kayseriye gitmesi engellendi, Uşak’ta başına taş atıldı,Topkapı da yolu kesildi.En sonunda DP” Bir Kısım Basının Faaliyetlerini ve CHP yi İncelemek için Tahkikat Komisyonu” adını taşıyan bir komisyon  kurdu. Meclis tahkikat (inceleme) komisyonu kuramaz mı? Kuşkusuz kurar ve Anayasa ya aykırı değildir. Ama 27 Nisan 1960 da Meclis’in kabul ettiği (Tahkikat Komisyonu Yetki Yasası-7468 sayılı yasa) bu komisyona yargı yetkisi veriyordu. Aldığı kararlara karşı itiraz ve temyiz yolu da kapatılmıştı.İşte bu nedenle Anayasa ya aykırıydı. İnönü Mecliste Şöyle diyor:
“Bu önerge kabul edildiği andan itibaren siyasi hayatımız tamir ve ilaç kabul etmez bir uçuruma atılacaktır…Öyle ki,bu tahkikat encümeni halinden çıkıyor, memleketi idare eden başlı başına bir otorite haline geliyor… Eğer,bir idare insan haklarını tanımaz,baskı rejimi kurarsa o memlekette ayaklanma olur.Buna imkan vermemek için idarelerin demokratik yolda olması, insan haklarının yürürlükte olması şarttır.”
İnönü, iktidarı uyardı, ısrarla otoriter rejime gitmenin  çok hatalı olduğunu bildirdi. Aynı gün “DP Nasıl bir Rejime Gidiyor” başlığıyla bir yazı yazdı ve şunları söyledi:
“İçeriye ve dışarıya demokrat görünüp de yurdumuzda fiili bir tek parti rejimi kurup yönetmeye imkan olmayacağını, dilimizde tüy bitene dek söylemekten  bıkmadık. Yazık ki,ilgililere gerçeği anlatamadık.”

11.AKP-DEMOKRASİ DİYOR AMA OTORİTER BİR REJİME DOĞRU GİDİYOR.
AKP yi yönetenler,yakın tarihi bilmiyorlar. Okumamışlar,okumuyorlar. Kendilerine anlatılan saptırma bilgilerle doludurlar. Sadece camdan okuma yapıyorlar. DP nin kuruluş yıllarında,partili Cumhurbaşkanı olgusuna karşı büyük mücadele   verdiğini  bilmiyorlar. Ama 1950 den sonra ne yazıkki Partili Cumhurbaşkanı uygulamasını yürüttü. 1961 Anayasası  işte bu nedenle, Cumhurbaşkanı seçilen kişinin partisi ile ilişkisinin kesilmesi  maddesini  düzenledi. Ama, Erdoğan siyasi tarihi bilmediği için, 1950'lu diktatoryal günlere doğru yol almış pupa  yelken gidiyor. Bunu  yaparken de tarihi ters yüz ediyor, 1930 lardan örnekler veriyor.
Oysa, İnönü’nün dediği gibi, CHP tek parti sisteminden ülkeyi çok partili sisteme taşıdı. Bunun tüm gereklerini yerine getirdi. CHP otoriter rejimden demokrasiye geçti… Bunlar, demokrasiden tek parti rejimine, ve otoriter karakterli  partili cumhurbaşkanı sistemine geçiyorlar.

To the members of Bundestag


 Letter to the members of Bundestag (19 May 2016)

We have learnt of the developments relating to the possibility of the
Armenian allegations being discussed in the German parliament. In the
framework of international law, human rights, peace, stability and security
we would like to bring some information to your attention. We address those
who respect justice, sovereignty, democracy and freedoms and who wish to
know the truth behind this issue.

*When did the Armenian issue come to the fore, what is the truth behind it?*

The Turks and Armenians came into contact with each other beginning in
​ ​
11th Century and these two peoples lived with each other in peace and
tranquillity until the end o
​f​
19th Century. The Armenian question began with the 1774 Treaty of Küçük
Kaynarca and the article of the 1878 Berlin Treaty which permitted Russia,
France, England and Germany to interfere in the domestic affairs of the
Ottoman Empire as the protectorate of the Armenians. The Armenians began
organising for an independent state as a result of the intrigues of the
aforementioned states. Subsequently the Armenians began to establish armed
revolutionary committees, the most notable of which are the Ramgavar Party
founded in 1885, the Hunchak Party founded in 1886 and the Dashnak Party
founded in 1890. The programme of the aforementioned organisations was the
foundation of an *“independent Armenia in Eastern Anatolia”* and to achieve
this goal their openly stated tactics were to incite rebellion and conduct
campaigns of terror.

The Armenian writer M. Varantyan in his work *The History of the Dashnak
Party *explains the political programme of the Armenian committees as
follows: *“the aim of the organisation is to incite rebellion and as a
consequence of this rebellion to gain independence or freedom as in
Bulgaria and Lebanon.” *The slogan of the committees was *“Kill the Turks
and Kurds wherever you find them. Kill reactionaries, those who aren’t true
to their word, Armenian collaborators and attain your revenge.”*


Consequently, a clear agenda which seeks to exploit Armenian sensitivities
both past and present is at play – previously against the Ottoman Empire
and currently against the Republic of Turkey.

*Bloody Betrayal and Ethnic Cleansing during the First World War*

The Armenian armed rebellions began in 1860 with the support of foreign
powers and continued until World War One. During and after the war these
rebellions had eventually taken the form of massacres. The Armenian rebels
took the side of foreign powers against their own state. The war effort was
severely hampered by the raiding of military depots, attacking of supply
chains and the cutting of telegraph lines. Widespread massacres against
Turkish civilians terrified the populace, forcing 1.5 million of them to
migrate further west – the aim of this was to secure an Armenian majority
in areas where the Armenians had previously constituted a minority. The
Russian historian Irandust in his work *Kemalist Devrimin İtici Güçleri *argued
that, *“the armed Dashnaks units, formed on the initiative of the French,
had carried out mass murder against the Turkish population (…) The Armenian
gangs massacred entire villages one by one. Their programme to eliminate
the Turkish population was carried out purposely and consciously by the
administration of the foreign occupation forces.”*

The Ottoman government began to relocate Armenian citizens to Syria and
Lebanon, which at that time were also constituent parts of the Ottoman
Empire, to mitigate the possibility of further military losses. The
government issued the Relocation and Resettlement Law (Sevk ve İskân
Kanunu) in line with contemporary military practice in cases of irregular
warfare. Approximately 600,000 persons were resultantly forced to migrate.
During the relocation great tragedies were experienced. Approximately
48,000 persons perished - mostly as the result of sickness and cold but
also as a result of attacks by bands and those seeking revenge.

*The Armenian side does not respect treaties, restarting its campaign of
terror*

At the conclusion of World War One in 1918, the Armenians sought to benefit
from the surrender of Ottoman forces by migrating back to their ancestral
lands in Anatolia. There they began a campaign of mass murder against the
Turkish populace. This continued until 1920. With the final defeat of
Armenian forces by the army of Kazım Karabekir the 1920 treaties of
Alexandropol and Moscow, Treaty of Kars in 1921 and finally the 1923
Lausanne Treaty secured the present borders of Turkey and guaranteed peace.

This period can be summarised as follows: between 1860 and 1920, that is to
say for sixty years, the western powers managed to fool the Armenians with
the pledge of “founding a state between the two seas” (Black Sea and
Mediterranean Sea). This resulted in the Armenians attacking the state with
the dream of founding their own state in eastern Anatolia. For their own
part, the Turks took the position of defending their homeland. Expressed
more tragically, the Armenian issue is a story of an unjust aggressor and a
righteous victim.

*Armenians who don’t respect agreements begin a campaign of terror*

The peace secured at the Lausanne Conference lasted for fifty years - in
1973 *the Armenian Secret Army for the Liberation of Armenian (ASALA)*
emerged onto the world stage. Between the years 1973 and 1985, they were
responsible for the murders of over 45 Turkish diplomats and personnel.
Between the years 1988-1995, the Republic of Armenia occupied 20% of
Azerbaijan’s land. During the same period, the Armenian government carried
out ethnic cleansing. In one single night six-hundred and thirteen (613)
women, children and elderly persons were massacred in the settlement of
Khojaly and in general over 1 million Azeri Turks were displaced. The world
has stood idly by in the face of these occupations, massacres and ethnic
cleansing for twenty-two years. It should also be noted that the very same
western powers that utilised Armenian gangs in their drive to dismember the
Ottoman Empire have also rendered their support for these crimes against
international law and against humanity.

*The Position of the Law Regarding the Resolution of this Two-Century Long
Problem?*

1.       During 1916 the Ottoman government tried one thousand three
hundred and ninety seven (1397) persons in the employment of the state who
had been negligent and co-operated with those who had attacked Armenian
civilians during the relocations; sixty-seven (67) of those received the
death penalty. The others received various heavy penalties. This begs the
question as to how a state charged with “systematically massacring the
Armenians” can subsequently punish those who had played a role in attacks
on civilians.

*2.       **The decision of the United Kingdom: *During the occupation of
Istanbul after World War One, the armed forces of the United Kingdom
arrested several prominent figures including leaders of the wartime Ottoman
government and exiled them to Malta. An international court was established
under the direction of a British judge named Woods with the purpose of
trying these persons in relation to the Armenian issue. After an
inconclusive two year search of the Ottoman, English, American, Egyptian
and Iraqi state archives, the charges were dropped on 29 July 1921 given a
lack of evidence. This decision is important because it was taken at a time
when the Ottomans had been defeated. That is to say during a period when
the events, witnesses and archival documents were in the open and the
relevant foreign powers had access to them. No one who respects the rule of
law can object to this. (See Attachment 1)

*3.       **The Decision of the European Court of Justice: *An Armenian
association based in France had opened a court case on the basis that as
the “European Parliament had reached a decision that Turkey is committed
genocide, Turkey’s admission to the European Union must be suspended.” In
its 29 October 2004 decision, the European Court of Justice noted that the
European Parliament’s 1987 resolution regarding the “Armenian Genocide” was
political and had no basis in law.

*4.       **French Constitutional Court decision: *The decision taken by
the French parliament on the initiative of Patrick Deveciyan to consider
denial of the “Armenian genocide” a crime was later annulled by the French
Constitutional Court.

*5.       **Decision of the International Court of Justice the relocation
cannot be considered genocide:  *In relation to a court case which Croatia
instigated against the Federal Republic of Yugoslavia in 1999, the ICJ
decided that the relocation of persons, even by force, cannot be considered
genocide.

*6.       **European Court of Human Rights decision: *the European Court of
Human Rights in its decision dated 15.10.2015 regarding the
Perinçek-Switzerland case noted that the forced relocation of Armenians in
1915 cannot be considered genocide in light of international law.

In spite of the decisions in the aforementioned court cases, the continued
persecution of Turks in relation to this issue can only be summarised as a
lack of respect for the law.

*Two witnesses, two civilised statements*

The leader of the Dashnak Committee and the Republic of Armenia’s first
Prime Minister Hovhannes Kajaznuni in his 1923 report delivered in
Bucharest to a Dashnak congress noted that:

“We were in the process of demanding an Armenia that would span from sea to
sea (between the Black and Mediterranean Seas). In the end we fought
relentlessly with the Turks. We died and also killed... we joined military
operations. We were fooled and casted in our lot with the Russians. The
deportations were both correct and necessary. We were unable to see the
truth – we were responsible for the events which unfolded. The Turkish
national struggle was just. Rejecting peace and taking up arms was our
biggest mistake. The Treaty of Sèvres made us blind to reality. The basis
of our rebellion was the dream of a ‘Greater Armenia’; we were oblivious to
the fact that this has no basis in reality. The driving force of our
rebellion was the Armenia promised to us by the Allied States.”

Dikran Kevorkyan, the head of Istanbul’s Kandilli Church Foundation, noted
in 2007 that: “During the First World War the English, Germans and French
and on the other hand the Russians used the Armenians as a pawn. The
imperialist powers coupled with the actions of some Armenians in positions
of responsibility caused these events. What could ASALA and the PKK have
done without the support of imperialist powers? Turkey is the greatest
country in the world where the Armenians live in tranquillity and in
conditions suitable for the protection of their identity.”

*Conclusion*

The Armenian attacks and massacres which have relentlessly continued from
the 1860s onwards cannot simply be restricted to discussions regarding the
relocations of 1915 alone. Likewise, they cannot mask the necessity of
coming to terms with those bearing responsibility for the lived tragedies.

The aforementioned legal judgements and the flow of history are in the open
and cannot be hidden. Parliaments and national governments can neither act
in the capacity of historians nor as courts of law – because judgement can
only be passed by courts alone. A path which can re-affirm Turkish and
Armenian friendship must be established as the Armenians have been
exploited for two centuries. Armenians must also come to terms with their
own history and abandon hatred of Turks. For their own part, the Turks have
always shown themselves to be on the side of peace.

The drive to hold the baseless allegations of the Armenians on the public
agenda does no service to the developing of positive relations between the
neighbouring states of Turkey and Armenia. On the contrary, it contributes
to a lack of trust and more than anyone, it is the Armenian people who
suffer as a result of this.

*Esteemed Member of the German Federal Parliament,*

Seeing yourselves as representatives of civilisation, we are putting forth
that politicians cannot pass judgement on issues which are the remit of
courts of law; therefore we call on you to reject the baseless claims of
the Armenians. We thank you for your understanding.

Hayal dünyalarında yeni bir düzen kurmuş olan kimi sözde misyonerler “Yeni Anayasa”larını tüm topluma dayatmaya hazırlanıyorlar. Beştepe Külliyesi’ne göre tasarlanmış bir Anayasa! “Olmazsa olmaz!”, diyorlar.

“İnsanlarda bunama nadir bir durumdur, diyordu Nietzsche, ama halklarda, gruplarda, partilerde kuraldır”. Aslında kendi yaşamına pek de uygun düşmedi bu aforizma, Alman halkından çok daha önce kaybetti aklını çılgın filozof. Yine de bu sözleriyle galiba isabetli bir teşhis yapmıştı.
Anlaşıldı herhalde, sözü bize getirmek istiyorum; şu son dönemde garip semptomlar veren kendi toplumumuza! Gerçekten de son yıllarda etrafımız reel dünyadan kopmuş, kendi kendine konuşan insanlarla doldu. “Bunama” değil de, galiba kolektif bir “şizofreni” durumuyla karşı karşıyayız! Hayal dünyalarında yeni bir düzen kurmuş olan kimi sözde misyonerler “Yeni Anayasa”larını tüm topluma dayatmaya hazırlanıyorlar. Beştepe Külliyesi’ne göre tasarlanmış bir Anayasa! “Olmazsa olmaz!”, diyorlar.

Aslında Anayasa tartışmalarının bizde hazin bir geçmişi vardır. Gün olmuş bu temel kurallar kitabı kutsallaştırılmış, uğruna başlar alınmış; gün olmuş aynı kitap hoyratça çiğnenmiş ve herkes de sessizce seyretmiştir. Garip ve şizofrenik olan şu ki, son yıllarda bu iki dalgayı eşzamanlı olarak yaşar gibiyiz. Bir yandan bir kısmımız, çaresiz, mevcut Anayasa’nın rafa kaldırılışına tanık olurken, öte yandan da, kimileri, “düşman”ın elini kolunu bağlayan Lilliput halkı gibi, güce dayanan düzenlerini, “Yeni Anayasa” türküleri ile zorla dayatmaya çalışıyor.

1960’larda, 27 Mayıs darbesiyle yeni bir anayasa yapıldı ve bir süre “kutsal Anayasa” dönemi yaşadık. Bu sihirli sözcük bütün dudaklardaydı ve bizim Mülkiye de ayrı bir Komisyon kurmuş, yeni bir anayasa tasarısı hazırlıyordu. O tarihte Türk Ceza Kanunu’nda Anayasa maddeleri kadar önemli, korkunç bir madde vardı: 146. madde. Şunu söylüyordu: “Türkiye Cumhuriyeti Anayasası’nın tamamını veya bir kısmını tağyir ve tebdil veya ilgaya ve bu kanun ile teşekkül etmiş olan Büyük Millet Meclisini iskata veya vazifesini yapmaktan men'e cebren teşebbüs edenler, idam cezasına mahkûm olur”. Menderes ve kader arkadaşları, esas olarak bu maddeye göre yargılandılar.
1960’ların “kutsal Anayasa” tutkusu Menderes ve bakanlarının hayatlarına mal oldu. Cebren ilga edilmiş bir anayasayı daha önce ihlal etmiş oldukları için yargılandı ve idam edildiler. Darbelerin kanunudur; eğer başarılıysanız iradeniz kanun olur. Üç yıl sonra Talat Aydemir ve arkadaşları başarılı olamadılar ve yine aynı kanuna göre yargılandı ve asıldılar. İzleyen yıllarda da anayasa rüzgârları sık sık yön değiştirdi ve darbeler darbeleri izledi. Bu yıllarda Anayasa, zorla ya da legal yollarla defalarca değiştirilirken, “Anayasa’nın delinmesi”ni doğal bulan hükümet başkanları da gördük. Gördük ve bugünlere geldik.
Peki, bugün nasıl bir durumla karşı karşıyayız?

Bugün de Anayasa’nın çiğnendiği, hatta ilga edildiği iddiaları ortalıkta dolaşıyor. Üstelik bu iddia AKP erkânı ve ona yakın gazeteciler tarafından da açıkça savunuluyor! “Cumhurbaşkanı’nın halk tarafından seçilmesi ile sistem değişti, diyor yandaş kalemler; fiilen parlamenter sistem bitti; kadük oldu!”. O halde? O halde “fiili durumu hukuka uydurma” zorundayız; “Yeni Anayasa”dan bekledikleri de bu! Sabah gazetesi bunu ilk sayfada manşet bile yaptı: «Başkanlık sistemi Türkiye’ye fiilen gelmiştir!».(23 Kasım 2015). “Fiilen”, yani “hukuken” değil! Demek ki Anayasa zaten değişmiş; değişmenin de ötesinde tamamen ilga edilmiş bulunuyor! TCK’nın 146. maddesinin hükme bağladığı “tağyir, tebdil ve ilga” durumlarının hepsi mevcut. Mevcut olmayan ise 146. maddenin kendisi!
Yani?
Yani bu maddenin kaldırılmasıyla Türkiye’de Anayasa’yı çiğnemek legal hale mi geldi? Elbette ki hayır! Mevcut TCK’nın 309’uncu maddesi aynen şunu söylüyor: “Cebir ve şiddet kullanarak Türkiye Cumhuriyeti Anayasası’nın öngördüğü düzeni ortadan kaldırmaya veya bu düzen yerine başka bir düzen getirmeye veya bu düzenin uygulanmasını önlemeye teşebbüs edenler ağırlaştırılmış müebbet hapis cezası ile cezaladırılırlar”.

Görüldüğü gibi her şey açık; “Anayasası’nın öngördüğü düzen”in fiilen ortadan kaldırıldığını ve başkanlık sistemine geçildiğini bizzat iktidar mensupları söylüyorlar. Kaldı ki on gün önce hükümetin nasıl devrildiğini, Başbakan’ın görevinden nasıl uzaklaştırıldığını da gördük. Oysa bu sivil darbeyi savunanlar da yine AKP kurmayları ve AKP yanlısı yazarlar oldu. Hatta bunlardan bazıları Davutoğlu’nun neden Başbakanlık’tan kovulduğunu madde madde saydılar. Ve ilginçtir ki bu maddelerin hemen hepsi de mevcut Anayasa’ya göre Başbakan’ın başbakanlık yetkilerini kullanmasıyla ilgiliydi. Bunlar arasında “Milletvekili aday listeleri hazırlanırken istişareden kaçınılması” diye bir madde bile vardı. (Sabah, 6 Mayıs 2016).
Yani AKP Başkanı Davutoğlu, parti aday listelerini hazırlarken, Anayasa’ya göre tarafsız olması gereken ve bunun için de yemin etmiş olan Cumhurbaşkanı’na neden danışmadı diye suçlanıyordu! Cehalet mi, aymazlık mı, yoksa başkaları adına meydan okumak mı? Galiba daha doğrusu şizofreni! Reel dünyadan kopma! Eskiden gizlice yaptıkları hukuksuzlukları bugünlerde açıkça ilan etmede artık bir sakınca görmüyorlar. Gerçek şu ki, eğer bugün TCK 309’a göre bir dava açılmış olsa, yandaş yazarların itirafları mutlaka iddianamede en önemli deliller olarak yer alırlar.

AKP’nin kuruluş koşullarını ve gelişme seyrini yorumlayan yazılarımı toplayan kitabıma “AKP’nin önlenebilir karşı-devrimi” başlığını vermiştim. Aradan geçen iki yıldan sonra, bu anlattığım koşullarda, karşı-devrimi önlemek daha mı zor hale geldi? Sanmıyorum; aksine daha kolay haline geldiğini düşünüyorum. Çünkü artık gerginlik yaratma ve çatışma felsefesi sarmalında, AKP, sonunda kendi içinde kavga vermeye başladı. Liberaller küstü; Gülen’ciler “ihanet etti”; Kürtler savaş açtı; şimdi kimi İslamcılar bile “bizim dinden anladığımız asla bu değil!” diye isyan ediyorlar. Mutlak iktidar hırsıyla, Beştepe, artık parti içi “düşmanları” ile uğraşır hale geldi. Ve son olarak Davutoğlu darbesi de bütün bunlara tuz biber ekti. Bilmem, son yıllarda, köşesinde, örneğin “acaba şöyle yapılsaydı daha iyi olmaz mıydı?” diye mırıldanan yandaş yazardan kaçı yerini koruyabildi?

Dış dünyada ise daha da hazin bir tablo ile karşı karşıyayız. Tarihimizde ilk kez batılı bir gazetenin “kim daha iyi hakaret edecek?” diye yarışma açtığı bir cumhurbaşkanına sahip olduk. Kaldı ki Tayyip Bey’e en büyük hakaret zaten yapılmıştı; “yarışma”dan hayli önce; hem de Katar televizyonunda, sunucunun “dünyanın en önemli entelektüellerinden biri” diye tanıttığı ve söyleşi yaptığı Noam Chomsky tarafından! (Al Jazeera, 21-22 Ocak 2016). Yerli yazarlara olmadık hakaret ve tehditleri reva gören Beştepe, neden Türkiye Cumhurbaşkanı’nı “katil” (“a murderer”) olarak niteleyen ve kendisiyle beraber Türkiye’yi de küçük düşüren Chomsky hakkında bir dava açamadı? Bırakalım davayı, dostu Katar Şeyhi’ne teessüflerini bildirdi mi?
Geçelim, çünkü öyle anlaşılıyor ki Beştepe’nin hedefi başka ve “Kutsal Dava” yolunda hakaret davaları bile daha çok siyasi hesaplarla açılıyor. Ve anlaşılan hesap da “benden olmayan bana karşıdır” felsefesi içinde, en tutucu değerleri ve en gerici güçleri, tüm muhaliflere karşı seferber etmek: Yurt içinde ve yurt dışında. İçerde savcılar harekete geçirilirken, dışarda da boş durulmuyor. Tayyip Bey BM’de “dünya beşten büyüktür!” diyor; Obama’ya kafa tutuyor; neredeyse tüm komşu devlet başkanlarına hakaretler yağdırıyor. Bunlar da yetmedi; Putin düşman ilan edildi ve sonunda da AB’ye meydan okunmaya başlandı.
Güzel de bu “topyekûn savaş” bizi nereye götürebilir? Olası senaryoları sıralamaya çalışalım.

Belki en tehlikeli senaryo, ülkenin yönetilemez hale gelmesi ve gözlerin de, yakın tarihte sık sık tanık olduğumuz gibi, “zinde kuvvetler”e çevrilmesi olacaktır. Bu koşullarda, yıllardır bu ülkede biriken kin ve nefret dalgasının nerede duracağını kimse kestiremez. Aslında kimse temenni etmez, ama eğer yaşanırsa, o günlerde de hakkı ve adaleti herhalde sadece gerçek demokratlar ve devrimciler savunacaklardır.
İkinci senaryo ise Davutoğlu’nun gidişi ve Erdoğan-AB restleşmesi ile ortaya çıkan krizin olası sonuçlarıyla ilgili olabilir. Böyle durumlarda gözler kaygıyla borsaya ve döviz kurlarına çevrilir. 1 Kasım seçimlerini de AKP “istikrar” korkuluğu ve “kriz kapıda” şantajı ile kazanmadı mı? Bu kez de “aslında istikrarı Davutoğlu değil, Erdoğan temsil ediyor” propagandası iş dünyasını yatıştırmak için piyasaya sürülür? Göründüğü kadarıyla AKP’ye egemen olan düşünce bu!

Bu konuda önce herkesin bildiği bir gerçeği tekrarlayalım: Bu ülkede demokrasi ve insan hakları sorunu ne Borsa’nın ne de döviz kurlarının umurundadır. Onlar için önemli olan istikrarlı ve uyumlu bir iktidardır. Oysa Erdoğan’ın faiz savaşı ve AB’ye rest çekmesi istikrarı değilse bile, küresel kapitalizme uyumu sarsacak bir potansiyel taşıyor. Bu konuda bir iktisatçımız, görüştüğü bankacıların kriz konusunda şu görüşünü aktardı: “Yabancılar Türkiye için henüz kararlarını veremediler. Biraz tedirginlik olsa da, şu andaki fiyatlar içinde olumsuz bir satın alma gözükmüyor”. Peki hükümet kurulunca bu “tedirginlik” geçecek mi?
Bekleyeceğiz ve göreceğiz. Ve galiba en kötü senaryo da bu beklenti içinde gizleniyor. “İstikrar”ı düşünerek ve “uyum” konusunda da bazı “garanti”ler alarak büyük sermayenin “Güçlü Başkan” formülüne yatma olasılığı dışlanabilir mi? Sermayelerine onurlarından daha düşkün para babaları, onurunu kaybeden patronların sonunda paralarını da kaybedeceklerini bilmiyorlar mı? İlginçtir, son yıllarda Türkiye’de sık sık akla gelen tarihi bir referans da var bu konuda! Fransa’da Cumhuriyet’i yıkıp, imparatorluğu ilan eden Louis Bonaparte örneği. Unutmayalım, Bonapart da Cumhurbaşkanlığı koltuğunda oturuyordu.

Daha önce de yazmıştım; bu kez başka bir açıdan çağrışım yaptı; anlatmalıyım.
Louis Bonapart’ın macerasındaki “dönüm noktası”nı Başbakan Odilon Barrot’yu makamından kovması teşkil etmişti; üstelik kovmakla da kalmamış, “kendisini tahtı, tacı, sorumsuzluğu vb olmayan bir anayasal kral statüsüne indirgeyen başbakanlığı tamamen ortadan kaldırmıştı”. Bu konudaki ünlü yorumunda, Marx, “hiç kimse uşaklarını, Bonapart’ın bakanlarını kovduğu kadar törensiz bir şekilde kovmadı” diye yazmıştır. Gözler o günlerde de kaygıyla borsaya çevrilmişti. Oysa maliye, ünlü bankacı Achille Fould’a emanet edilmişti; “istikrar” da tehlikede değildi; artık kurlar “Napolyon hisseleri”ne göre dalgalanıyordu.
Louis Bonapart, yıllardır planladığı darbeyi sonunda yapıp Meclis’i manu militari dağıtınca, Barrot da arkadaşlarıyla beraber belediyeye sığınmış, darbeciyi “vatana ihanet”le suçlamaya çalışıyordu. Yakalandı ve hapse atıldılar; fakat çok geçmeden de serbest bırakıldılar. Artık rejim için hiçbir tehlike arz etmiyorlardı.

Uzak ve yabancı bir öykü gibi görünüyor değil mi? Yine de bu topraklarda yaşananlarla dikkate değer benzerlikler taşıyor. Fakat arada önemli bir fark da var. Louis Bonapart, amcasının yapamadığını yapmak, Avrupa’ya damgasını vurmak istiyordu. Ulusal kapitalizm çağıydı; Fransa Avrupa’nın en ileri ülkelerinden biriydi ve sonu feci olsa da Bonapart başlangıçta bazı başarılar elde etti. Osmanlılar bile Kırım Savaşı’ndan sonra, iktidarı ve muhalefetiyle, Bonapartist olmuşlardı. Bugün ise küresel kapitalizm ve emperyalizm çağındayız; uluslararası sermaye bölgesel hegemonyalara bile pabuç bırakmıyor. Ve bu konuda da, öyle uzaklara gitmeye gerek yok, bu coğrafyadan ve yakın tarihten alınacak büyük dersler var! Bu koşullarda en doğrusu –ya da en güzel senaryo- da ülkenin tüm demokrat güçlerinin Erdoğan’ın bu son ve “en çılgın” projesine zamanında dur demesini bilmeleri olacaktır.

Dünya parlamentolarında kadın üyeler

Dünya parlamentolarının kadın üyelerin oranı sıralamasında hangi ülkeler ön sıralarda yer alıyor? Demokrasi ile yönetilen büyük devletlerde kadın parlamenterler yeterli düzeyde temsil ediliyor mu? Dünya sıralamasında İsveç'in liderliğini hangi ülkeler kaptı? Türkiye, bu sıralamada kaçıncı?

Dünya parlamentolarında ( çift meclisli parlamentolarda, temsilciler meclisi ya da aşağı meclis sandalye sayısı esas alınmıştır.) kadınların en yüksek oranda temsil edildiği iki ülke sırasıyla Ruanda ve Bolivya'dır. Ruanda, 2008 Eylul ayındaki seçimlerden sonra yüzde 63 ile kadınların parlamentoda en çok pay sahibi olan birinci ülke konumuna yerleşti. Sıralamada ikinci olan Bolivya'da 2014 yılında yapılan seçimlerden sonra, kadın parlamenterlerin oranı yüzde 53'e ulaştı. Bolivya'da seçimlere katılan siyasi partilerin aday listelerini alternatif biçimde kadın-erkek eşitliğine göre düzenlemeleri gerekiyor.
Küba, tek meclisli yasama organı yüzde 48,9 oranı ile kadın parlamenterler sıralamasında üçüncü sırada yer alıyor. (Küba'da 612 milletvekilinden 299'u kadın.)
Seychelles ada devleti ise yüzde 43,8 kadın temsil oranı ile dünya sıralamasında Küba'nın ardından dördüncü sırada yer alıyor. (32 sandalyeli yasama organında 14 kadın üye bulunuyor.)
Avrupa'da kadın parlamento üyelerinin oransal olarak en yüksek olduğu ülke İsveç. İsveç, yüzde 43,6 ile kadın parlamenter oranı sıralamasında Avrupa'da birinci, dünyada ise beşinci sırada. Diğer Nordik ülkelerin sıralaması ise şöyle:

ABD'nin küresel terörle mücadele bağlamında demokrasi getirmek niyetiyle askeri harekat düzenlediği Afganistan ve Irak'ta durum nedir?
Afganistan'da yasama meclisinde kadın üyelerin oranı yüzde 27,7, sıralamada 50nci. Irak'ta ise yüzde 26,5 oranı ile sıralamada 56ncı.
Türkiye 1 Kasım 2015 seçimlerinden sonra, 82 kadın milletvekili ile (yüzde 14,9) dünya sıralamasında, Mısır ve Çad ile birlikte 122nci sırada yer alıyor.

Azerbaijani Turks in Iran

THE MINORITY RIGHTS OF AZERBAIJANI TURKS IN IRAN


This article discusses the minority rights of Iran’s Azerbaijani Turks and human rights violations in its majority Azerbaijani-populated provinces of Iran by the Iranian central government. With the conclusion of the second Russo-Persian War (1826-1828) and the signing of the Turkmenchay Treaty, Azerbaijan was divided into north and south, with the massive region of Southern Azerbaijan becoming part of northwestern Iran. Since then, relations between Southern Azerbaijanis and the Iranian government have been unstable. This article focuses on Tehran’s discriminatory policies towards Iran’s Azerbaijani Turks in the fields of education, media, culture, and environment from 1990-2010.
 
INTRODUCTION
 
Since its establishment, the Islamic Republic of Iran has faced criticism for its repeated human rights violations. Despite its poor human rights record, however, Iran’s position in the Middle East has made it a major player in international politics. Iran is a multiethnic country, with different ethnic groups and minorities throughout the country.
The rivalry over the control of the Azerbaijani territories and over hegemony both in the South Caucasus and the Caspian Sea led to two major wars between Russia and Iran, which were concluded with the Treaties of Gulistan (October 12, 1813) and Turkmenchay (February 10, 1828). The massive region of “Southern Azerbaijan” in northwest Iran, which encompasses six provinces–East Azerbaijan, West Azerbaijan, Ardebil, Zanjan, Qazvin, and Hamadan–became known as such after Azerbaijan was officially split into two parts (north and south) by the Russian Empire and Iran following the second Russo-Persian war. Southern Azerbaijan has since become a significant province of Iran. “Despite their separation under fundamentally different political and cultural systems… for over 150 years,” Southern and Northern Azerbaijanis continue to share a common ethnic identity.[1]
Precise estimates of the Azerbaijani population in Iran are unknown. Some researchers estimate that more than half of Iran’s population is Persian while the others claim Persians make up less than 50 percent. Nonetheless, Azerbaijani activists and political groups believe Azerbaijanis are the largest ethnic group in Iran and that their numbers in the country are underestimated. According to Azerbaijani student groups in Tehran, 27 million Azerbaijanis live in the Islamic Republic,[2] with the majority of Azerbaijani Turks concentrated in the northwestern part of Iran. They are also the predominant population in several provinces, including in East Azerbaijan, West Azerbaijan, and Ardabil Province.
Pressure from the Iranian authorities also forced large communities of Iranian (or Southern) Azerbaijanis to emigrate. Many left to the Republic of Azerbaijan, Turkey, Russia, European Union countries, and the United States. Some eight million Iranian Azerbaijanis live outside Southern Azerbaijan, over a million of whom are considered political immigrants residing in Europe or America. Some have also left the Azerbaijani provinces for other Iranian provinces, such as Tehran. Some estimates claim the population of Tehran to be made up of between 25 percent to a third of Azerbaijani immigrants and their first or second generation offspring.[3]
Based on these estimates, some 25 million Azerbaijani Turks live in Iranian or Southern Azerbaijan, making them the largest ethnic group in the country. Despite their size, however, the rights of Azerbaijani Turks, including minority, cultural, and linguistic rights, as well as their national identity, have been violated by the Iranian authorities. In order to limit their expansion and control their population growth in the country, the Iranian central government has implemented an assimilation policy. This article will focus on the outcome of demonstrations by the Azeri minority throughout the 1990s and the 2000s against the central government in Iran.

AZERBAIJANI INDEPENDENCE FROM THE SOVIET UNION AND AZERIS IN IRAN
 
Following the collapse of the Soviet Union in 1991 and Northern Azerbaijan’s restored independence, Azerbaijani national identity grew stronger. This historical event also influenced Iran’s Azerbaijani Turks and encouraged them to push for independence in the South. From the mid-1990s, the Azerbaijani Turkish population held several peaceful demonstrations demanding ethnic and cultural rights and protesting the Iranian government’s discriminatory policies. Such demonstrations were held in Tabriz, Urmia, and many other Azerbaijani cities. Their main demands were official permission to use their mother tongue and recognition of their national identity as “Azerbaijani Turks.” Another principal demand was cultural and administrative autonomy in the Azerbaijani provinces.[4] The Iranian security forces suppressed the protesters, with no promises from the governmental authorities to meet their demands.
While the right to education in one’s mother tongue is enshrined in the Iranian constitution, the Azerbaijani-Turkic language remains suppressed in Iran. Use of the Azerbaijani language in schools and at universities is prohibited by the Iranian government. The University of Tabriz, for example, offers no Azeri-language education, while seven other languages are taught in the cultural centers of Iran’s Azerbaijani provinces.
Every year, on September 23, which marks the beginning the school year in Iran, youth in the predominantly Azerbaijani-populated regions of the country boycott the schools and hold demonstrations demanding the right to education in their native Azeri Turkish and calling for an end to the Iranian government’s discrimination policies. The demonstrations have resulted in arrests, including of youth, by the Iranian authorities. In 2006, for example, at least 15 were detained in the provincial capital of Azerbaijan, Tabriz, among them 14-year-old Mohammad Reza Evezpoor and his brother Morteza, aged 16.[5]
In addition to the denial of mother-tongue education, non-Persian-language media and publications are systematically limited by the government, despite the fact that the Iranian constitution grants “the use of regional or tribal languages in the press and mass media.”[6] Azerbaijani-Turkic language publications and broadcasting do not promote Azerbaijani Turks’ rights nor do they discuss their main challenges. Azerbaijani activist groups have criticized local radio and television channels for the limited number of programs available in Azerbaijani-Turkic. In response to this, in April 2010, the head of Zanjan Province Radio and TV stated, “We are not legally authorized to broadcast (programs for children, adolescents, and youth) in the local language. Tehran must grant authorization for Turkic broadcasting of such programs to enable us to do so… According to its guidelines, 50 percent of the programs must be in Persian.”[7] Only pressure from the international community and increased sanctions against the Iranian government will force Iran to abandon this policy of discrimination, and only then will Iran’s Azerbaijani Turkish population be granted the minority rights to which it is entitled.

THE 2006 DEMONSTRATIONS
 
Following years of mistreatment and discrimination at the hands of the Iranian government, on May 12, 2006, an Iranian newspaper printed an insulting cartoon mocking Azeris, which depicted a cockroach speaking Azeri. The cartoon was accompanied by an article criticizing the country’s Azeri population. The article read: “… in dealing with cockroaches… one should not adopt violence, because it takes the fun out of it. In a civilized way, we should sit at a table and have a dialogue with them. Unfortunately, the cockroaches do not understand human language, and the grammar of their own language is so difficult that 80% of them prefer to speak the language of others. When cockroaches do not understand their own language, how do you expect them to understand us? It is at this point that dialogue comes to an end, and you have to resort to more violent ways.”[8] The event sparked a wave of demonstrations among Azeris across the country–mainly in the Azerbaijani-populated cities of northwestern Iran–against the Persian regime. The demonstrations were initially concentrated in Tabriz, the cultural center of Iran’s Azerbaijani provinces but soon spread throughout the country and “paralyzed these cities for several days, in some cases even weeks.”[9]
The protesters demanded a formal apology from the government and called for respect of Azeri ethnic and cultural rights and for Azerbaijani Turkish to become an official state language in Iran. Tehran, however, did not meet their demands, did not condemn the caricature, and provided no official response. The anti-state demonstrations soon came to a halt due to pressure from the Iranian security forces. Some reports indicate that Azerbaijani nationalists in particular were targeted by the security forces. As a result, dozens of protesters were killed and hundreds were arrested. However, the exact number of fatalities is unknown due to the Iranian government’s distorted and unreliable information as well as its exclusion from Iranian media reports.[10]
In response to the demonstrations, the Iranian government eventually made some amendments to appease the protesters. The newspaper’s editor-in-chief and the authors were fired. In addition, the publication of the newspaper was temporarily suspended.[11] Still, there was no official government apology. The demonstrations constituted a major uprising against Tehran’s policies toward the country’s Azerbaijani population and were among the largest ethnic protests since the 1979 Iranian Revolution.[12]
 
THE 2009 PRESIDENTIAL ELECTIONS AND MINORITY RIGHTS
 
Following the 2006 events, national identity among Iran’s Azerbaijani Turks was strengthened. This was evident during Iran’s 2009 presidential elections. Among the candidates was opposition leader Mir Hussein Mousavi, an ethnic Azerbaijani. Mousavi vowed to secure equal rights for the country’s minorities, and he was supported by the majority of the citizens in the northwestern provinces. During the campaigning, Iranian President Hassan Rouhani also promised to expand minority, cultural and linguistic rights. With the conclusion of the elections, however, Rouhani neglected to address the issue.
Mousavi’s failure in the presidential elections led to demonstrations by his adherents against the Iranian central government. While a number of Azerbaijani activists were killed during these protests, the situation for the Azeri minority in Iran remained unchanged after the elections. Article 2.1 of the United Nations Declaration on the Rights of Persons Belonging to National or Ethnic, Religious, and Linguistic Minorities asserts, “Persons belonging to national or ethnic, religious and linguistic minorities… have the right to enjoy their own culture, to profess and practise their own religion, and to use their own language, in private and in public, freely and without interference or any form of discrimination.”[13] Azerbaijani Turks in Iran continue to be deprived of education in their mother tongue, non-Persian media and publications are limited, and they cannot provide court testimony in their native Azeri–though these rights are enshrined in Iran’s constitution. Despite criticism by the international community, Iran continues its discrimination policy against the Azeri minority.
 
THE LAKE URMIA CRISIS AND TEHRAN’S ASSIMILATION POLICY
 
Lake Urmia located in northwestern Iran between the country’s Western and Eastern Azerbaijani provinces, is a saltwater lake considered the largest lake in the Middle East. The lake, which is protected as a UNESCO biosphere reservation,[14] is an important part of rural life for the residents of the northwestern provinces, especially for Iranian Azerbaijanis.[15] Since the late 1990s, its water level has been declining due to agricultural development construction by the Iranian government on the lake’s tributaries, which has stopped the flow of fresh water to the lake. Environmental experts have predicted that the lake could dry up completely in a few years unless urgent measures are taken by Iran. The international community has warned the Iranian government about the lake’s declining water level, which has caused increased salinity and is destroying the lake’s ecosystem. The United Nations Development Programme (UNDP), considering this a matter of urgency, has even allocated a special fund to prevent this environmental disaster. Still, the Iranian government has taken no “serious measures to prevent the lake (not only a valuable biotope, but also one of the symbols of Southern Azerbaijan) from disappearing.”[16]
In March 2010, Iran’s Azerbaijani Turks began holding demonstrations criticizing the government’s policy on the Lake Urmia crisis and calling for it to take action on this urgent matter. Local football fans (Tractor Sazi FC) and nationalist groups from the region also took part in the demonstrations. For the protesters, the issue was not only environmental, but also political and nationalist, due to Lake Urmia’s importance to the Azerbaijani Turkish population in the region. Tehran’s failure to address the environmental crisis was seen as discrimination against the Azeri minority. The demonstrators thus demanded that the government respect their minority and resolve the crisis.[17]
Tehran’s failure to take action resulted in intensified protests from mid-2011. In addition, the protests spread to Turkey and Azerbaijan, both of which would also be affected by the lake’s desiccation.[18] Demonstrations continued for a period of several years. During this period, Iranian government intervention resulted in the arrest of hundreds of protestors and the deaths of a number of them.
As of the writing of this article, Tehran’s discriminatory policies toward the country’s non-Persian populated regions continue, and Lake Urmia’s water level continues to decline. The Islamic Republic’s failure to take action on the Lake Urmia crisis stems from two major objectives it has in drying up the lake. First, it hopes to use the lake’s uranium reserves for its military-based nuclear program. Second, the lake is considered an essential aspect in the agricultural development and rural life of people living around it–mainly the country’s Azerbaijani Turkish population. If the lake dries up completely in a few years, the population will be forced to migrate to the central, Persian-populated parts of the country, which could lead to their assimilation.
 
CONCLUSION
 
Minority rights in Iran are repeatedly violated by the central government in the political, religious, economic realms, and more. Due to their (non-Persian) national identity and large numbers, Iran’s Azerbaijani Turks have in particular been targets of discrimination by the government since the 1990s. In general, political relations between the central government in Iran and its minority communities are unstable. Azerbaijani national identity intensified with the independence movement in Northern Azerbaijan during the late 1980s and following Azerbaijani independence in 1991 (with the establishment of the Republic of Azerbaijan), including among Iranian Azerbaijanis. Since these events, Tehran and the country’s security forces have kept the Iranian Azeri community under close watch. The rights of the Azerbaijani Turkish minority are systematically violated by the government, in particular in the northwestern part of the country where Iranian or Southern Azerbaijanis are concentrated.
Two decades of demonstrations against Tehran’s discrimination policies have served as an indication of the reality Iran’s Azerbaijani Turks are facing. Their main demands have been equal rights–including education and media in their mother tongue–the promotion and recognition of their national identity as “Azerbaijani Turks,” cultural and administrative autonomy, and environmental protection. Due to the benefits of the Azerbaijani provinces for the country’s economy, Iran is not willing to give up this territory. Instead, the Islamic Republic’s policy has been suppression and discrimination against the Azerbaijani population in all realms. So long as the international community does not increase sanctions in order to stop these human rights violations, the Iranian central government will continue to implement its discriminatory policies towards its Azeri Turkish population.
