The GREEK LETTER - Sunday, August 16, 2026 - The activity of Turkish Foreign Minister Hakan Fidan in Egypt and Libya

• Athens is closely monitoring the activity of Turkish Foreign Minister Hakan Fidan in Egypt and Libya, particularly following the signing of the Mecca agreement between Turkey, Saudi Arabia, and Pakistan. Fidan travelled to both Tripoli and Benghazi, meeting with the rival Libyan governments. Greece is particularly focused on the meeting between Fidan and de facto ruler of eastern Libya Field Marshal Khalifa Haftar and his sons Saddam and Belkacem, with the central issue being whether Turkey is continuing to press eastern Libyan leaders to ratify the null and void Turkey-Libya maritime memorandum. The Greek government is also monitoring the rapprochement efforts between Egypt and Turkey, despite Cairo not being a signatory to the Mecca agreement. Overall, the signing of the agreement was an expected but unwelcome development for Greece’s policy in the Middle East, particularly as it had politically invested heavily in several projects that were bolstered by the participation of Saudi Arabia, including the India-Middle East-Europe Economic Corridor (IMEC).
