Ukrainian President Volodymyr Zelensky, with the backing of European leaders, has previously insisted that a ceasefire must be in place before any negotiations to end the war. Russian President Vladimir Putin has long pushed for negotiations toward a final agreement that would allow fighting to continue in the meantime.
