                              Türkiye's Role in a Changing Geopolitical Context

Dear Colleague,

Three years ago, as part of our Europe program at Carnegie, we launched our Türkiye and the World initiative t to identify trends, challenges, and opportunities in the United States’ longstanding and important relationship with NATO ally Türkiye, with a view to making policy recommendations for both countries.

In a recent project, a group of scholars from Carnegie’s Europe, Asia, and Russia Eurasia offices and programs, and an external expert on European affairs, researched Türkiye’s role in a changing geopolitical context. Their work involved four cross-cutting studies on the European Union’s geopolitical evolution and Türkiye’s place therein, European and Turkish aspirations for strategic autonomy, as well as Türkiye’s bilateral relations with Russia and China. Each publication aimed to draw conclusions for the transatlantic partnership and the United States in the following areas:

  • As war rages in Europe, strengthening the Türkiye-Europe relationship will be instrumental in enhancing transatlantic security.
  • By pursuing its own version of strategic autonomy, NATO ally Türkiye aims to establish “flexible partnerships” and continue its game of hedging between the West and the East. In their respective quests for strategic autonomy, Brussels and Ankara would benefit by looking at Türkiye-EU cooperation in a positive sum mindset.
  • The Türkiye-Russia relationship has become increasing complex following the 2022 Russian invasion of Ukraine. Maintaining its membership in NATO and standing up for Ukraine’s territorial integrity while remaining on speaking terms with Moscow, Türkiye has a consequential role to play in transatlantic peace and security.
  • Türkiye can add value to transatlantic strategies aimed at addressing Sino-Western competition. This will require a concerted effort by Türkiye’s Western partners and strong political will in Ankara.

The Europe program is excited to share this work and hopes that it will spark engaging discussions like the one we had in our recent event: Türkiye, the EU, and Transatlantic Relations in a New Global Setting.
