Think Tank Review December 2022 cover - Europa Building

SECTION 1 EU POLITICS AND INSTITUTIONS

Deciphering what the EU citizenship really means, reports discuss if the current EU constitutional framework promotes inclusive citizenship, embracing a set of fundamental rights and freedoms and EU constitutional values. One suggestion to address the underrepresentation of young people in European policy-making is through youth quotas in the elections for the European Parliament  so that it is more socially representative of its citizens and responsive to the demands of young individuals. Regarding the enlargement process, proposals discuss the need for serious reform of the present enlargement methodology to make it more effective dynamic, and create a new impetus.

SECTION 2 – EU POLICIES

Reports ask if a deglobalisation is underway and if it can be attributed to protectionism, affecting trade in goods and services, capital flows, movement of people or the transfer of technology. As fundamental transitions are underway, including climate change and the technological revolution, papers propose to apply an intergenerational mindset to European technology investments as a preventive action to today’s severe challenges that could affect future generations. Furthermore, they propose an EU compass to support business competitiveness as the global competitiveness of European firms represent EU’s global leverage. Articles discuss ways to complete Europe’s banking union, as well as the real fiscal cost of central bank bond buying. Papers deal with the EU directive on the adequate minimum wages which marks an important change in the field of labour relations. The external dimension of the Green Deal is discussed as well as the proposed EU regulation for nature restoration to tackle both biodiversity loss and climate change. Briefs also ask how to get to a fair energy transition for all, taking into account the Ukrainian conflict and the energy crisis.

SECTION 3 – FOREIGN AND SECURITY POLICY / DEFENCE

Think tanks examine the real impact of Western sanctions on Russia, pointing out that the sanctions are the best instrument of the Union to prepare for the continuation of the conflict. They also explore how the war against Ukraine affects European defence and the stocks of weapons. A conceptual framework is proposed for the promotion of the rule of law in external relations, and the Euro–Mediterranean economic cooperation in the age of deglobalisation is also discussed.
